Mr. Roy Lee Carroll, age 65, of Athens, passed away Tuesday, September 23, 2008.

A native of  Hamilton County, Tenn. and resident of McMinn County most of his life, he was a son of the late Roy Henry and Mary Beatrice Bishop Carroll.

A member of Mt. Verd Baptist Church,  he retired from Arch Chemicals in Charleston in February 2008, after 28 years of service.  A member of the McMinn County Foster Parents Association along with his wife, Peggy, for 16 years, he had been a foster father to 61 children.  He was also actively involved with Meals on Wheels and was a founding member of Clearwater Fire Dept.

A Scholarship Fund has been established for Foster Children as a Memorial to Roy L. Carroll, contributions should be sent to TFACA Fund, (Check Memo Line should say Roy Carroll Foster Children's Scholarship Fund), P.O.Box 220 LaVergne, TN 37086.

Survivors include his wife of 43 years, Peggy Keaton Carroll of Athens, TN.  Daughters & son-in-law: Melody and Ken Wagstaff of Knoxville, TN.  Samantha Carroll of Athens, TN.  Three Sons & daughter-in-law: Scott and Pam Carroll of Charleston, SC.  Todd Carroll of Nashville, TN.  Robbie Carroll of Athens, TN. Grandchildren: Roy Lucas Carroll and Noah Wagstaff.  Special Little Buddies, Nic, Brynna, and Caleb Cigliano.  One Sister & brother-in-law: Nidavann & Joe Cockrell of Athens, TN.  One Brother & sister-in-law: Larry Dene and Teresa Carroll.  Mother-in-law: Martha Elizabeth Keaton.  Special brother-in-law: Kenneth Keaton.  Several nieces and nephews. 

Funeral services will be 8:00 P. M. Thursday with Rev. Donnie Dalton officiating.

Graveside services will be 11:00 A. M. Friday in McMinn Memory Gardens.  Pallbearers will be Stevie Yarbrough, Jackie Baker, Tim Wilson, Kenneth Coleman, Jerry Witt, Wayne Martin and Jim Weir. Honorary pallbearers will be Danny Baker and members of McMinn County Foster Parents Association.

The family will receive friends Thursday from 4-8 P.M. Thursday at Laycock-Hobbs Funeral Home.
